What AI is uncensored? The one-table answer
We read each company's own usage policy or official guidelines (checked October 2026). None of them describes its assistant as uncensored. Here is where each one draws its main lines:
| Assistant | Maker | Main public rulebook | Notable lines | Uncensored? |
|---|---|---|---|---|
| ChatGPT | OpenAI | Usage Policies (effective Oct 29, 2025) | Weapons, illicit activity, minors, non-consensual intimate content, tailored licensed advice without a professional | No |
| Claude | Anthropic | Usage Policy | Weapons, critical infrastructure, sexually explicit content, extra rules for high-risk legal, medical and financial uses | No |
| Gemini | Prohibited Use Policy + Gemini app guidelines | Sexually explicit content, gratuitous violence (real or fictional), dangerous activities | No | |
| Grok | xAI | Acceptable Use Policy (effective Aug 14, 2026) | Critical harm to human life, weapons of mass destruction, minors, nudifying real people, jailbreaking | No |
| Meta AI | Meta | Meta AI Terms, Community Standards, Llama use policy | Violence, weapons, child exploitation, unlicensed professional practice | No |

So the honest question is not "which mainstream AI is uncensored" but "which one refuses least for what I need", and "is there something built for fewer refusals?" The sections below take each assistant in turn, then cover the options that are permissive by design.
Is ChatGPT uncensored?
No. OpenAI's Usage Policies were rewritten into one universal set covering all its products, effective October 29, 2025. They are organized around protecting people, respecting privacy, keeping minors safe and empowering people. Banned uses include threats and harassment, promoting self-harm, weapons development or use, illicit activities, attacks on computer systems and attempts to circumvent safeguards.
Two details matter for everyday users. Tailored advice that requires a license, like legal or medical advice, should not be given "without appropriate involvement by a licensed professional". And for minors, the policy bans sexualizing anyone under 18, including in roleplay. On the creative side, OpenAI says it wants people to explore, debate and create with AI, and it publishes no separate fiction rulebook.
Enforcement is spelled out too: people who break the rules may lose access or face other penalties, with an appeal process. If you've been trying to make ChatGPT less cautious, our page on uncensored ChatGPT explains why there's no switch and why workarounds don't last.
Is Claude uncensored?
No. Anthropic's Usage Policy has three layers: universal standards that apply to everyone, extra requirements for high-risk uses, and guidelines for specific use cases. The universal list covers illegal activity, critical infrastructure, hacking, weapons, violent and hateful behavior, privacy violations, child safety, disinformation and election interference. It also lists sexually explicit content as a prohibited use, and it bans jailbreaking without Anthropic's authorization.
The high-risk layer is aimed at businesses building on Claude. Products that give individual legal, medical or financial recommendations need qualified human review and must disclose that AI is involved. General education is excluded from that rule.
Fiction gets a few direct mentions. The ban on impersonation does not cover "clearly disclosed parody, satire, or fiction", while the child-safety rules apply even in fictional settings. In other words, dark fiction is not banned on paper, but explicit content is.
Is Gemini uncensored?
No. Gemini sits under Google's Generative AI Prohibited Use Policy, last modified December 17, 2024, and the more specific Gemini app policy guidelines. The guidelines say Gemini should not produce content that exploits children, enables real-world harm, or includes "sensational, shocking, or gratuitous" violence, real or fictional. Sexually explicit material is also out.
Google does carve out room for context: its policy allows exceptions for educational, documentary, scientific or artistic purposes. And the guidelines admit plainly that Gemini can get things wrong in both directions, especially on challenging prompts.
Third-party testing points the same way. An Android Authority test found Gemini refusing dark jokes and some basic political questions, and judged it the most restrictive of the chatbots the author compared. That's one reviewer's experience, not a benchmark, but it matches the cautious tone of the guidelines.
Is Grok uncensored?
Grok has a reputation for a looser, edgier tone, but it is not uncensored. The acceptable use policy on x.ai, effective August 14, 2026, applies to consumers, developers and businesses. It bans content that critically harms or promotes critically harming human life, help with biological, chemical or mass-casualty weapons, sexualizing or exploiting children, and "undressing or nudifying real persons".
It also lists jailbreaking, adversarial prompting and bypassing safety measures as prohibited, and it warns that violations can lead to suspension or termination. The policy talks about maximizing your control over the service, but that freedom is explicitly conditional on following the law and the company's guardrails.
Is Meta AI uncensored?
No. Meta's Terms of Service say that if you use its AI products, the Meta AI Terms also apply, and Meta's help center has a page on what happens when content goes against the Community Standards on Meta AI. So the same rulebook that governs Facebook and Instagram posts reaches into Meta AI.
Meta's Llama acceptable use policy, which covers its open models, adds detail: no content meant to incite violence, no weapons development, no exploitation or harm to children, no sexual solicitation and no unlicensed practice of professions like law or medicine. Meta AI lives inside social apps used by huge audiences, which is a good reason to expect a cautious default.
Why mainstream assistants refuse more than their policies say
Read the policies above and you'll notice something: most of the banned items are things almost nobody asks for. Yet people still hit refusals for dark jokes, villain monologues, blunt medical questions or harsh opinions. The gap comes from how these assistants are tuned, not just from what's written down.
- 01Huge, mixed audiences. An assistant used by hundreds of millions of people, including teens, is tuned for the most cautious reasonable reading of every prompt.
- 02False positives are cheap for them.A wrong refusal annoys one user. A wrong answer can become a headline. So models learn to err toward "no".
- 03Keyword sensitivity.Words like "kill", "drug" or "weapon" can trigger caution even in a cooking question, a crime novel or a history essay.
- 04Brand tone.Big companies want their assistant to sound balanced and polite, which is why you get disclaimers and "on the other hand" paragraphs nobody asked for.
Several of these policies explicitly ban jailbreaking or circumventing safeguards. Jailbreak prompts also tend to stop working after the next update. We don't publish them. If refusals are blocking legitimate work, an assistant that is permissive by design is the more reliable fix.
Which AI is not censored, or close? Options built for fewer refusals
No legal service has zero limits. But some are designed to say yes far more often than the big five. Here are the main routes, with what each costs you:
Local open-weight models
Run a model on your own machine, including community fine-tunes and abliterated models. Needs decent hardware and setup time; quality varies.
Venice AI
Hosted chat marketed as private and uncensored, with free and paid tiers. Details in our Venice AI alternative review.
FreedomGPT
One app with 400+ models, including a censor-free option, Liberty. Refusals depend on the model you pick. See our FreedomGPT alternative page.
Unrestricted AI
One assistant tuned to refuse far less, with no moral lectures, plus live web search with sources and image generation. Adults only. Refuses a short public list of hard lines.
For a wider comparison with free tiers, search and image tools side by side, see our roundup of the best uncensored AI chatbots. If you already know you want fewer refusals without running hardware at home, compare our plans and prices.
How to check which AI is least censored for you
Policies tell you the rules. Only your own prompts tell you how strictly they're applied. Pick three requests you actually need, run them unchanged in each assistant, and note who answers, who hedges and who refuses.
Then try one blunt factual question in your field and one strong-opinion request. The pattern you see across those three will tell you more than any ranking.
